Qualifications and experience required:

  • An appropriate tertiary legal qualification.
  • Five years’ working experience in a municipal or public service legal environment.
  • Admitted as attorney or advocate (passed bar exam).
  • Understanding public sector procurement processes, corporate and administrative law as well as administration of by-laws, delegation of powers and related matters.

Key attributes and competencies:

  • A sound knowledge of the Municipal Systems Act, Municipal Finance Management Act, the Preferential Procurement Policy Framework Act, Supply Chain Management Regulations, and other applicable local government legislation.
  • Knowledge of various types of contracts, e.g. JBCC, FIDIC and GCC.
  • Oral and written communication skills in English and at least one other official local language.
  • Computer literacy and excellent report-writing skills.

Job purpose:

Providing effective legal support and advice for standard and special agreements. Ensuring compliance with general and specific conditions. Perusing contracts and service level agreements and ensuring that they are in line with legislative prescripts. Initiating new contracts for the Municipality and performing audits on contracts. Drafting, vetting and negotiating contracts and service level agreements for the directorates. Giving legal comments on Council reports, as well as verbal and written comments to internal clients. Organising and coordinating the activities of the Section and supervising the staff. Ensuring the timely handling and disposal of all correspondence, enquiries, meetings and consultations regarding legal actions and disputes arising from the legal opinions supplied to stakeholders.

  • Must be able to cope with working under environmental conditions that are physically stressful such as varying temperatures and weather conditions.
  • Must be able to cope with mental stress arising from potential or actual physical threat as work is to be performed on live low voltage cables and working close to medium voltage cables and switchgear.
  • Must be authorised to switch up to and including 11 kV.
  • Must work overtime and render standby duties.

Job purpose:

The laying of service and low voltage mains and medium voltage cables and the joining thereof, locating and repairing low and medium voltage faults up to and including 22 kV, booking out of material to be used, making of sketches of completed work and performing supervisory duties.
