Qualifications and experience required:

•  N3 Water and Waste Water Treatment and/or National Diploma and/or BTech in Water Care.
•  Valid Code EB driver’s licence.

•  Good organisational, problem-solving and supervisory skills (essential).
•  Proficient oral and written communication skills in English and at least one other official local language.


Special conditions attached to the post:

Job purpose:

Co-ordinates and controls the operations of the Waste Water Treatment Works through the application of laid down procedures with respect to the monitoring and correcting works performance, interpretation of analytical results, conducting of tests and analysis, controlling the activities of personnel and providing guidance on applications in order to ensure optimum functioning levels are maintained and, downtime and disruptions to services minimized through the introduction and execution of appropriate corrective measures.

Job Purpose:

 

Performs tasks associated with supervising and controlling personnel undertaking activities related to roads signs and markings, identifying, communicating and applying contingency measures in accordance with instructions to minimise specific problems/defects, guiding personnel on routine operational activities and supporting specialist personnel with the execution of repair and maintenance sequences.

Qualifications and experience required:

 

  • An appropriate tertiary qualification or equivalent, with six (6) to eight (8) years’ experience in the Human Resource field, preferably in a Local Government environment.
  • Ability to demonstrate extensive experience in the management of a substantial staff component and budget for the sub-directorate.
  • A Code B Driver’s Licence.
  • Computer literacy (Microsoft Office).

 

The incumbent must use his/her private reliable vehicle for official duties, for which the applicable fixed locomotion allowance will be paid.

 

Key attributes and competencies:

 

  • Compliance with the competency levels as per the Municipal Regulations on Minimum Competency levels within eighteen months’ after appointment.

Job purpose:

 

Reporting to the Executive Director: Corporate Services, the incumbent will, inter alia, be responsible for:

 

  • Researching and developing long- and short-term plans to guide the functioning and priorities of the Sub-directorate. This includes evaluating current practices against market trends and statutory legislation, mapping out current and future interventions necessary to align organisational arrangement requirements through restructuring, whilst taking into consideration operational needs, skills scarcity and retention capability as influential factors, drafting immediate, short- and long-term results indicators for key functional areas to guide job profiling/design and preparing and presenting plans, strategic interventions and intent that would support transformation and organisational efficiency.
  • Directing and controlling key performance indicators and outcomes of staff within the Sub-directorate.
  • Preparing operating estimates and controlling expenditure against approved budget allocations.
  • Managing and controlling organisational change and development through the formulation of specific policies and procedures and presenting same to the Executive Director: Corporate Services and Council’s committee structures.
  • Researching, developing and maintaining the organisational architecture, workflow processes and compensation and reward strategy.
  • Managing the procedural administrative requirements and reporting deadlines associated with the Sub-directorate.

  • Proven experience in advising executive management and boards on labour relations matters.

Reporting to the Director: Labour Relations, the incumbent will, inter alia, be responsible for coordinating and controlling the application of specific procedures associated with maintaining a sound industrial relations climate by reviewing and commenting on current practices, attending to and guiding disciplinary and grievance processes, reporting to specific Committees on the status of the function, capacitating management on the application and interpretation of policies and agreements and attending to administrative requirements with respect to the preparation, circulation and maintenance of reports, correspondence and notifications.
