SUPPORT TO EXTERNAL SPORT ORGANISATIONS: 2025/26 FINANCIAL YEAR

Applications for sport organisations in respect of the 2025/26 financial year are hereby invited for consideration by the Council of the Nelson Mandela Bay Municipality.

Only applications received from the following categories of organisations serving the community in the Metropolitan area will be considered:

  • Sport Federations (excluding applications in lieu of municipal general rates)
  • Sport Clubs
  • Non-profit Organisations/Sport Related

PROPOSAL FORMAT

  • Proposals should be in line with the NMBM Sports and Recreation Development Policy Framework and the NMBM Integrated Development Plan (IDP), with a special focus on local programs.
  • The sport programs must be locally owned and delivered.
  • The sport programs must be held in Nelson Mandela Bay.
  • The sport programs must be developmental in nature.
  • The sport programs must show the desire to foster growth and sustainability in organisations and individuals that pursue unity among the sporting fraternity in Nelson Mandela Bay, encompassing all demographics and clusters in the city.

SELECTION PROCESS

A panel of experts will adjudicate the applications received in this regard.

The panel consists of representatives from the following organisations:

  • SRAC (NMBM)
  • DSRAC (PROVINCE)
  • BUDGET AND TREASURY DIRECTORATE
  • NMB SPORTS CONFEDERATION

In terms of Council policy, applications for assistance must be made on the prescribed application form and be accompanied by the applicant’s constitution. Other supporting documents are specified on the application form.

The prescribed application form is available at the reception office of NMBM Sport, Recreation, Arts and Culture, 31 Park Drive, St George’s Park, Gqeberha/PO Box 12435, Central, 6000. It will also be available at the Ward Councillors’ offices as well as on the municipal website at www.nelsonmandelabay.gov.za.

Completed application forms must be hand-delivered and placed in the proposal box in the reception area of the above stated office at St George’s Park.

Faxed or e-mailed applications will NOT be accepted.

The closing date for applications is FRIDAY, 13 JUNE 2025 at 12:00.

2025/26 DRAFT INTEGRATED DEVELOPMENT PLAN (IDP), FOURTH EDITION AND BUDGET AVAILABLE FOR PUBLIC INSPECTION

On Monday, 31 March 2025, the Council of Nelson Mandela Bay Municipality noted its 2025/26 Draft Integrated Development Plan (IDP) and Budgetin compliance with Section 21 and 34 of the Local Government: Municipal Systems Act, 2000 (Act No. 32 of 2000).

The Nelson Mandela Bay Municipality invites communities, stakeholders and all interested parties to comment on the said document, which is available for inspection at all municipal libraries, City Hall – Vuyisile Mini Square, Ward Councillor’s Offices, Customer Care Centres, as well as at the IDP Office, Ground Floor, Noninzi Luzipho Building (previously known as Pleinhuis), cor. John Kani Road (previously known as Whites Road) and Baakens Street, Gqeberha and on the Municipal website at www.nelsonmandelabay.gov.za.

Comments on the Draft 2025/26 IDP and Budget may be hand-delivered to the IDP Office situated in Noninzi Luzipho Building, cor. John Kani Road and Baakens Street, Gqeberha or e-mailed to idpoffice@mandelametro.gov.za. All comments must be submitted on or before FRIDAY, 30 MAY 2025.

On Monday, 31 March 2025, the Council of the Nelson Mandela Bay Municipality noted its 2025/26 Draft Integrated Development Plan (IDP) and Budget in compliance with Sections 21 and 34 of the Local Government: Municipal Systems Act, 2000 (Act No. 32 of 2000). Accompanying the Budget Report to Council inter-alia included the (i) Tariff By-Law, (ii) Property Rates Policy, (iii) Water Tariff Policy, (iv) Sanitation Tariff Policy, and (v) Miscellaneous Tariff Policy for our communities to engage in.

  • Town Planning Amendment (TPA 10154 ): Amendment to Port Elizabeth Zoning Scheme by rezoning the erf from Open Space  to Special Purposes.
  • The NMBM is considering leasing the above property to Masibambane Home Base Care for the purpose of home-based care.

 Any interested parties are required to express their interest in such lease or their objections thereto, in writing, in a sealed envelope clearly marked with the description "Lease of Erf 31530 Bethelsdorp", which must be delivered to Properties and Planning Administration, second floor, Lillian Diedericks Building, Govan Mbeki Avenue, Gqeberha by not later than 16:30 on 26 MAY 2025.

Any lease of the property shall be subject to the provisions of the Local Government: Municipal Finance Management Act, No. 56 of 2003, the NMBM Preferential Procurement Policy (as amended), and the NMBM Policy for the Disposal of Immovable Capital Assets, incorporating the NMBM Land Sales Directives (as amended) and the evaluation and adjudication criteria stated therein.

PUBLIC PARTICIPATION PROCESS: DRAFT FARE POLICY

The Nelson Mandela Bay Municipality (NMBM) is looking to expand the starter service of Libhongolethu during the 2024/2025 municipal financial year to the Kariega contract area. The expansion will be implemented in terms of Section 41 of the National Land Transport Act (Act 5 of 2009) (NLTA). This phase comprises two main routes that originate in Rosedale via the Kariega CBD terminals to KwaNobuhle. It is the responsibility of the NMBM to acquire and provide a method of collecting and controlling fares charged to passengers.

A fare is defined as the amount or charge received in exchange for the transport services provided. The Fare Policy determines the business rules as they apply to the fares and typically deals with increases, concessions or discounts, effects of changes in underlying operational costs, and related matters. It is planned for this fare collection to ultimately be undertaken by means of an automated fare collection (AFC) system; however, while the process of procuring the AFC is underway, a paper ticketing system will be utilised.

It is a requirement that the Draft Fare Policy be made available for public comment and that adequate opportunity be provided for all stakeholders to make representations or objections. Such representations and objections shall be reviewed by the authority and, if necessary, the draft shall be revised prior to submission to Council for approval.

The Draft NMBM Fare Policy will be available for inspection and comment by the general public, interested and affected parties at the Public Libraries and Customer Care Centres in the NMBM. It will also be published in the document library on the municipal website: www.nelsonmandelabay.gov.za/documentlibrary.
